Name: Laleta Lileth Davis Mattis
Country: Jamaica
Description: Laleta Davis Mattis is General Counsel at the University of The West Indies. She is an Adjunct Lecturer in the Faculty of Law at the Mona Campus in International Environmental Law, and Caribbean Environmental Law. She is also Adjunct Lecturer in the Faculty of Science and Technology where she lectures in Environmental Law and Policy. Mrs Davis Mattis was Chief Legal Counsel to the Natural Resources Conservation Authority and Director, Legal, Enforcement and Regulations, National Environment and Planning Agency. Mrs Davis Mattis was also Executive Director of the Jamaica National Heritage Trust. She enjoys wide international experience in a number of international matters including the Law of the Sea and representing members of the Public in the 2016 ESCAZU negotiations. She is the recipient of a national award: Order of Distinction, for her contribution to the development of environmental law in Jamaica and the Jamaica National Heritage Trust.

Description: "My vision is that the rights and voices of all Caribbean people, including all non-state actors and particularly those who are vulnerable and marginalised, are respected and considered in decision-making to achieve eco-social justice and equity. This drives my work and I see the role of the elected representative of the public under the Escazú Agreement as an opportunity to bring together and support non-state actors calling for their rights to enhanced access to information, public participation, and access to justice in environmental matters in the region..."

Description: "Ruth lives and operates by key values “do unto others as you would have them do to you” and “to whom much is given much is required”. One of Ruth’s interests is in appropriate technologies that make life better for the people and contribute to a cleaner environment. She was selected on International Women’s Day, (IWD) 2019 by the Government of Antigua and Barbuda-the Department of Gender Affairs for the Inaugural Award for Energy, Climate Change and the Environment. This adds to her selection as one of 5 finalists for the 2018 Nomination for the CARICOM Energy Personality Award and on June 5, 2015, Ruth was Awarded the National Energy Globe Award for Antigua and Barbuda, under the patronage of the United Nations Organization for Education, Science and Culture (UNESCO) and in cooperation with United Nations Environment Programmed (UNEP). Ruth’s passion and dedication for people-centred development have led to building the capacities of the local community grassroots groups which brings empowerment and visibility to their work. that is leading to socio-economic and environmental development that is people-centred. Her actions spread across many conventions including Waste Management, Chemicals and Pollutants, Biodiversity, Climate Change, Mercury. Ruth has been leading the implementation of the Escazu Agreement which was ratified in March 2020 which guarantees, rights to a clean and healthy environment ensuring that the knowledge of the local people be valued, recognized and become a part of the overall decision-making process..."

Name: Bishnunnarine Tulsie

Description: "As the Chief Sustainable Development and Environment Officer for the Government of Saint Lucia (1995 – 2004) I served as the focal point and head of delegation to meetings of the Parties of several MEAs and led consultations with civil society and NGOs on matters of environmental sustainability. I convinced policy makers to create the National Environmental Commission to give a formal forum for civil society to engage with them. When I took over the Directorship of the Saint Lucia National Trust (2004), I conceptualize and led the process to create the Saint Lucia Coalition of Civil Society Organisations, an umbrella body that enables civil society to speak with a common voice on sustainable development issues. I also got the National Trust deeply involved in the negotiations leading to the finalization of the Escazu Agreement and continue to be engaged in matters of environmental advocacy in my role as Chairman of the Coalition of CSOs."
