Virtual Consultation
Note: The Action Plan consists of four streams: Knowledge, Recognition, Capabilities and Monitoring. Participate by answering the four consultations! It will only take a few minutes per section.
This online consultation is made up of several questionnaires with the aim of collecting inputs from the public on the draft Action Plan on Human Rights Defenders in Environmental Matters in Latin America and the Caribbean (hereinafter “Action Plan”), prepared by the coordinators of the ad hoc Working Group on human rights defenders in environmental matters (hereinafter “Working Group”). This consultation process will take place from November 3, 2023, until January 14, 2024, until 23:59 Santiago, Chile time (UTC-3). Subsequently, the results and comments will be analyzed and consolidated by the coordinators of the Working Group to prepare a final proposal for the Action Plan to be submitted for consideration of Parties at the Third Meeting of the Parties (COP3) taking place on 22-24 April 2024 at ECLAC, Santiago, Chile.

II. INSTRUCTIONS FOR THE PROPER CONDUCT OF THE SURVEY
The objective of the Action Plan is to undertake a set of priority work streams and strategic actions to advance towards the full and effective implementation of Article 9 of the Escazu Agreement. You are kindly requested to review its content before completing the questionnaire(s). Also, please review the explanations provided in ECLAC’s Implementation Guide of the Agreement.
For an informed contribution, it is necessary to read the Proposal of the Action Plan before completing the questionnaire.
The Action Plan is divided into four work streams, which are related and complement each other. These work streams are:
a. Knowledge generation.
b. Recognition.
c. Capacity building, support for national implementation and cooperation.
d. Follow-up and revision of the regional action plan.
Each of these work streams includes the actions that will be carried out to achieve its objectives.
- A preliminary question and a general one about the assessment of the action plan are requested to be answered. Following this, you will find a questionnaire for each of the four mentioned work streams. You can choose to respond to one, some or all the questionnaires, based on your preference.
- In the questionnaires, you may share your feedback in open fields or select alternatives resulting from the systematization of proposals from the Second Annual Forum on Human Rights Defenders in Environmental Matters (hereinafter "II Forum of HRDEM"). Regarding the latter option, you will find varying quantities of alternatives in each case due to the fact of the varying number of participants in each of the working groups during the II Forum on HRDEM.
- The approximate time to answer a questionnaire is between 20 to 30 minutes.
- The survey should be preferably completed online. If you cannot complete the survey online, you can submit this form in WORD FORMAT (.DOC) to secretaria.escazu@cepal.org
- If you choose to use the Word form and want to provide suggestions as comments, the word limit is 200. Anything exceeding this limit cannot be processed by the Secretariat.
- IMPORTANT: surveys in PDF or other formats will not be accepted.
